While I do (in spirit) agree with you that the social interaction can be disrupted by a fine. And that I, as a childcare provider, would feel awkward in enforcing our fine in all but the most extreme cases. I do have a colleague that has a very strict policy about late fines, $5 per minute late, and she has very few parents that repeat offend.
